How can three letters (APK) translate into all these characters? Does anyone have any idea whether there is a wisecrack who is calling us names on this sign, or is this for real?

Gaffelstraat, restaurant De Pijp. There is a certain category pubs in the Netherlands indicated as 'brown pups'. Where everybody knows your name and they are always glad you came. That kind of Cheers pub.
De Pijp is as you can see literally a brown restaurant. The walls are covered with stickers and photos of student sororities. The floors are covered with sawdust and there are ties everywhere.
It has a high 70-ies feeling and even the menu (ribeye with camembert) feels outdated.
It's not bad but Gordon Ramsey would have a fit if he came here.
